Training, Education, Scholarships, and Awards

The Yvorra Leadership Development Foundation (YLD) Scholarship and Special Projects Award application period has opened. CHEMTREC is accepting applications for its Hazardous Materials Officer of the Year and Scholarship, which provides a full scholarship to the HMIC the Hazardous Materials Instructors and Incident Commanders Conference in November. Hot Zone is in Houston in October and looking ahead into the new year, the Florida Hazardous Materials Conference and Team Competition will return to Daytona Beach in January and the Southernmost HM Conference takes place a month later.
Discussion: Scholarships provide funding for much needed training and education and conferences provide the opportunity to learn new skills and techniques, meet other practitioners, and gather information for use in your home agency.

CSX Hazardous Materials Training Facility Announced

CSX has announced the creation of a rail-focused, hazardous materials training facility. The training facility will be located at Florida State College in Jacksonville, FL.
Discussion: Rail incidents, including hazardous materials, are rare, but require special knowledge and skills and may be large in scope and size. This facility will provide responders with a unique training opportunity to prepare for rail incidents.

Nuclear Power Returns

Continuing with the expansion of nuclear power in the United States, the Department of Energy has announced a pilot project for advanced nuclear power lines.
Discussion: The nuclear power industry waned following the Three Mile Accident but appears to be returning as a viable source for meeting the nation’s growing need for electrical power. Consequently, responders and emergency planners may see an increase in incidents involving radioactive materials as the industry expands.

JPEO-CBRND Capabilities Catalogue Released

The Joint Program Executive Office for CBRN Defense has released their latest catalogue of their capabilities.
Discussion: The catalogue provides a brief overview of federal CBRN defense capabilities to meet current and emerging threats. The information may assist planners and homeland security officials in developing response capabilities and establishing a concept of operations for CBRN incidents.

Proposal to Eliminate the CSB

The proposed 2026 budget seeks to reduce funding for the Chemical Safety Board to $0.
Discussion: The chemical safety board investigates incidents involving chemicals in the industrial setting, such as the recent fatal explosion at the US Steel plant, identifying incident causes, and issuing recommendations to make the chemical process industry safer. The recommendations made by the CSB are not regulatory and are generally, but not always, followed as facilities seek to address safety concerns.
Discussion: The CSB is a critical partner in reducing risk to communities and the entire chemical process industry. Their recommendations have served to improve the industrial safety record and reduce the impact of industrial accidents. The reports serve as the basis for risk assessments, community planning, responder training, and community capabilities assessment and improvement. The loss of the CSB may impact community preparedness and industrial safety throughout the nation.
