Silo and Dust Hazards

The recent fire and explosion in a silo Maine, resulting in the deaths of 2 responders brings the threat of silos and dust to the forefront. The IAFF has released a safety advisory reminding responders of the hazards. OSHA has information on the hazards associated with these facilities, including information and combustible dust and guidance on firefighting operations at these facilities. You can also find a research paper in the archives of the National Fire Academy LRC.

Discussion: Responders and emergency planners should become familiar with all of the hazards in their area of responsibility and take precautions to protect themselves and others.

Medical News

A recent article discusses the importance of patient decontamination following CBRN exposure and the importance of rapid decontamination coupled with medical treatment. Coupled with decision pathways in medical treatment related to CBRN incidents, decontamination can lead to improved patient outcomes. Researchers in Japan are reporting that they have identified a new method of detecting cyanide poisoning, leading to quicker diagnosis and treatment. The National Library of Medicine has published two articles of interest. The first focuses on the use of rapid introduction of cyanide antidote kits and the second focuses on the effectiveness of dry decontamination methods.

Discussion: Rapid recognition, decontamination, and treatment are critical to improved outcomes in patients who are being treated for injuries related to CBRN/Hazardous Materials incidents.

NTSB Rail Incident Recommendations

The National Transportation Safety Board has released a call to examine the use of DOT 111 rail cars for hazardous materials and placement of hazardous materials loads in rail transportation.

Discussion: The paper offers several recommendations for improving rail safety through engineering. Interested parties should offer comments to the NTSB as they continue to examine this issue.

New Substance of Concern

The US Drug Enforcement Administration has released a new chemical of concern, based on its introduction into their chemical analysis system. 5-Chlor Desmethyl Chlorphine was submitted for testing after being recovered in Knoxville TN.

Discussion: Responders may be exposed to new threats during routine incident response and should remain aware of the current threat profile in their communities.

Orphan Wells

Orphan gas and crude wells remain a hazard in many communities. The National Academies of Science have released a report detailing best practices in addressing the threat.

Discussion: Orphan wells may leak gases into the atmosphere or liquid product into the environment. Communities should have a process for identifying and containing orphan wells.

Chemical of the Week and IAB Podcast

The latest chemical of the week worksheets (phosgene and silane) are out as is the latest IAB Podcast, where we discuss modeling for hazardous materials planning and emergency response.
